The Responsibility and Work Opportunity Reconciliation Act of 1996 denies most forms of public assistance to legal immigrants for as much as five years or until citizenship is attained.  This makes completing the naturalization process for many elderly immigrants Project SHINE serves an extremely urgent matter. SHINE engages this legislation head on by placing greater emphasis on gaining citizenship in tutoring programs. The Learner's Lives as Curriculum framework endeavors to meet this emphasis by integrating necessary civic concepts into SHINE lesson plans.
